Modernization Initiatives at Batken Petroleum Company

In a significant move aimed at enhancing the energy sector in Kyrgyzstan, the Administration of the President of the Kyrgyz Republic issued a directive on December 21, 2022, under document number 20-5327. This instruction followed President S.N. Japarov’s working visit to the Batken region on December 18-19, 2021. The primary focus of the directive is the modernization of the Batken Petroleum Company oil refinery.

Additionally, the Cabinet of Ministers of the Kyrgyz Republic approved a comprehensive Action Plan on December 25, 2022, under decree No. 352. This plan outlines the Cabinet’s strategy for implementing the National Development Program of the Kyrgyz Republic, which is set to run until 2026. A key objective highlighted in item 56 of the plan is the modernization of the Batken Petroleum Company refinery. This upgrade aims to enable the production of gasoline (grades AI-92 and AI-95) that complies with the stringent standards of the Eurasian Economic Union (EAEU), specifically the K4 and K5 emission requirements.

In response to these directives, an Extraordinary General Meeting was convened on February 9, 2023, involving the shareholders of Batken Petroleum Company and its parent company, Batken “neftegaz.” During this meeting, a protocol decision was made recommending that the Board of Directors of Batken Petroleum Company spearhead the modernization efforts at the refinery.

The very next day, on February 10, 2023, the Board of Directors took decisive action by tasking the company’s executive body, led by the President of Batken Petroleum Company , to establish a Working Group comprising relevant specialists. This group is responsible for crafting a comprehensive plan aimed at modernizing the refinery’s production capabilities, ensuring compliance with the K4 and K5 EAEU regulations.

After thorough planning and collaboration, the President of Batken Petroleum Company finalized and approved the Action Plan for refinery modernization on September 31, 2024. This plan delineates specific tasks along with their respective implementation deadlines, setting a clear roadmap for the much-needed upgrades at the refinery.

As these modernization efforts progress, they are expected to bolster the operational efficiency and environmental compliance of Batken Petroleum Company , ultimately contributing to the sustainable development of Kyrgyzstan’s energy resources.
